Odisha Takes Major Step Towards Future-Ready Higher Education; Higher Education Department and OKCL Sign MoU

In a significant step towards transforming Odisha’s higher education ecosystem through technology, innovation and skill development, the Higher Education Department, Government of Odisha, and Odisha Knowledge Corporation Limited (OKCL) today signed a Memorandum of Understanding (MoU) to establish a collaborative framework for strengthening Higher Education Institutions (HEIs) across the State.
Speaking on the occasion, Shri Suryabanshi Suraj, Minister of State , Higher Education Department and Minister of Sports & Youth Services, Government of Odisha, welcomed the collaboration and expressed confidence that the partnership would create new opportunities for students, faculty and institutions across Odisha. He emphasised the importance of preparing young learners for a rapidly evolving world where digital capabilities, Artificial Intelligence, emerging technologies, employability and entrepreneurship are becoming increasingly important.
The Minister observed that higher education must move beyond conventional academic learning and create an ecosystem that encourages innovation, practical skills, industry exposure and lifelong learning. The collaboration with OKCL, he said, has the potential to support this vision by bringing technology-enabled learning and capacity-building opportunities closer to students and institutions across the State.
The collaboration has been shaped by the strategic vision and guidance of Shri Aravind Agrawal, IAS, Commissioner-cum-Secretary, Higher Education Department, Government of Odisha. His emphasis on leveraging technology, innovation and capacity building to advance the objectives of NEP 2020 has provided an important direction to the partnership, which seeks to create a structured framework for academic innovation, digital enablement, faculty development, employability enhancement and institutional strengthening across the State.
Dr. Manoranjan Puthal, Managing Director, Odisha Knowledge Corporation Limited (OKCL), described the MoU as an important milestone in OKCL’s continuing endeavour to contribute to Odisha’s knowledge, skilling and digital transformation ecosystem. He said that the partnership provides an opportunity to work closely with the Higher Education Department and HEIs to create scalable, technology-enabled and outcome-oriented solutions for students, educators and institutions.
Under the MoU, OKCL will facilitate a range of programmes for students, including communication skills, digital literacy, career guidance, Artificial Intelligence and other emerging domains. The collaboration will also create possibilities around digital employability, academic credit learning,For faculty members,
the collaboration envisages AI orientation, digital proficiency and Faculty Development Programmes, helping educators enhance their capabilities and remain aligned with emerging technological and pedagogical developments. Institutional support will cover areas such as accreditation, quality assurance, NEP 2020 implementation, digital governance, innovation and knowledge ecosystems, research, entrepreneurship and industry partnerships.
The MoU also opens avenues for capacity building in future-ready areas such as Artificial Intelligence, Data Science, Cyber Security, Internet of Things and Industry 4.0. Initiatives relating to hackathons, ideathons, internships, apprenticeships, work-integrated learning and employability enhancement are also envisaged under the collaborative framework.
Another important dimension of the partnership is the scope for supporting the Higher Education Department in technology-enabled academic, skilling, capacity-building, branding, communication and institutional development initiatives, as well as digital learning solutions. The collaboration may also explore integration with approved Government digital platforms, interoperability, cybersecurity and data privacy, in accordance with applicable Government policies and guidelines.
The partnership further provides scope for inclusive, multilingual and technology-enabled education, including innovative initiatives such as app-based tribal language learning ecosystems, thereby opening possibilities for technology to become an instrument of wider educational inclusion.
The MoU is envisaged as a dynamic and evolving partnership, allowing the two parties to mutually identify additional areas of collaboration in response to the emerging needs of Odisha’s higher education sector.
The collaboration carries a larger vision: to empower students with future-ready skills, enable faculty with contemporary capabilities, strengthen institutions through digital transformation and create an innovation-driven higher education ecosystem for Odisha.
